No, unless the blog was your job – for example if you were blogging for the Washington Post. However, do put down any relevant skills you might have picked up from working with your blog, such as knowledge of a particular program or language
I had a few people apply for a job in my web team (when I was still working) who would also add their personal sites as experience. However, I don’t think it’s a wise move, if it’s very personal. I would go with the advice of M and if anybody asks in an interview where you learned these skills you can still explain there and then.
