Japan introduced some new notes for the first time in thirty years in an effort to counter the estimated 30 million forged notes in circulation and to awaken sleeping money stuffed under mattresses and drawers.

From the linked article:

Ultra-low interest rates and anxiety about the resilience of financial institutions in recent years has clogged money circulation. Households and businesses have stuffed more than 20 trillion yen in safes and kitchen drawers-about one-third of the total 70 trillion yen in cash in circulation.
