This is a Japanese police car. The top part lifts up and flashes red so that it can be seen from a long way away when dealing with busy road accidents.

My personal experiences with the Japanese police have been relatively okay. I have had only two run-ins both related to the bicycle. The first time was when I had no lights on the bike and I was carrrying Reiko on the back. They told me to get off but said if you go 50 metres down the road and get back on again we won`t do anything (You rebel Simon) and the second time I was riding Reiko`s sister`s bike and they stopped me because seeing a foreigner riding a pink bicycle they thought I could have only stolen it. I of course have no shame.
