Shrine entrance for mice?

Another black and white picture though it didn`t really need to be converted to black and white. This was found in the wall of a car park next to a major train station of Osaka called Tennoji. These figures are usually entrances to shrines and at least eight feet tall and often higher. So can anyone tell me why this one is barely half a foot tall and embedded in the wall of a car park please? Is it a shrine entrance for mice?
